Activities

Each beneficiary school will be enhanced to develop a dynamic demand driven vocational education system able to produce graduates with skills in tune with industry requirements.

  • To achieve this goal various kind of training are provided to the beneficiary schools/centers:
      - selected long-term and short-term courses in Italy;
      - technical assistance by Italian/Chinese experts in China;
      - scholarships for courses in Chinese universities or advanced training centers, located within or outside the beneficiary Provinces.

    Approximately 510 teachers and technicians will be trained, and through the new competences acquired, teachers will be able to develop curriculum with methodology competencies based on learning approach, to include new technologies in teaching activities and to update nationally defined subjects with competencies required by the labor market; technicians will be capable of routine and non-routine maintenance intervention through external services in order to guarantee sustainability in the long-term.
    Training activities are also addressed to administrative and managerial school staff.
    In connection with pilot schools, short-term training courses, directly financed by the Programme, will be provided to approximately 5,000 unemployed workers, made redundant during the industrial restructuring process, to facilitate their re-integration into the labor market.

  • Furthermore, the laboratories of 10 schools/centers will be newly equipped through:
      - supply of didactic material and modern equipment;
      - minor civil works for renewal and adaptation to safety standards.

  • By fostering the employment service reform the Programme will support the on going re-employment process in both beneficiary Provinces. In each project the employment rate issue will be addressed by strengthening the linkage between the school and the relevant employment center. The labor market information network will be updated in each Provincial Career Center : in Shaanxi Province a new network will be installed while in Sichuan Province the existing one will be improved by extending its linkage with the employment centers located in Chengdu suburban areas.
    Furthermore in Shaanxi Province a Remote Professional Skill Training Network will be set up and connected with ten training centers located in Xi’an suburban areas.
    The staff of the two centers will be trained to handle the labor supply and demand needs, to plan manpower management and to specifically enhance the linkage with vocational training institutions.

  • The Programme provides also financial aid in the form of scholarships and subsidies in order to support access to the long-term and short-term courses for disadvantaged students, especially women, ethnic minority, rural students and students with disabilities. Within the three years Progamme implementation around 1,200 disadvantaged students will receive financial assistance.

During the Programme implementation each school will be assisted in evaluating school-based changes and in re-proposing successful training results to similar schools.
Furthermore system-based indicators will be developed to monitor and evaluate the reemployment process and its ability to offer training in accordance with identified needs.
Observable benefits in terms of better employment service quality and more efficient resources allocation will be disseminated through conferences and seminars in order to guarantee broader impact and sustainability in the long-term.
By the end of the Programme the employment opportunities of graduates and laid-off workers will be increased and the efficiency and effectiveness of pilot schools’ training offer enhanced leading towards a demand driven system able to design curriculum in tune with industry requirements.
At the same time, the improved employment services will reduce the strain on the social security system, reduce the cost for job searching and the average duration of unemployment along with the time that vacancies remain unfilled.
